CEHPEA is currently recruiting Registered Nurse Examiners for the 2013-14 Internationally Educated Nurses Competency Assessment Program.
The examinations, designed to test the knowledge, skill and judgment of IEN applicants to the College, will take place at CEHPEA’s Toronto offices between June 2013 and January 2014.&amp;nbsp;
Payment for this project is $450 for the exam day and $100 for the examiner training. Associated travel costs for both days will be reimbursed to members residing outside the GTA.
All nurses who meet the eligibility criteria are encouraged to apply.

The Act, and new regulations governing acupuncture under the Regulated Health Professions Act, 1991, took effect on April 1.
Although the new regulations make performing acupuncture a controlled act, some health professions including nursing are exempt. This means that nurses:&amp;nbsp;&amp;nbsp;

do not require an order to perform acupuncture unless their practice setting requires it 
cannot delegate acupuncture to another person. 

As with any aspect of practice, nurses are expected to apply the College's standards when performing the procedure.
Acupuncture is also exempt from the controlled acts when it is performed by any person as part of an addiction treatment program within a health facility.

Go to the&amp;nbsp; Maintain&amp;nbsp;Your Membership area to begin your renewal.
Changes to the Registration Regulation, which come into effect on Jan. 1, 2013, mean there are some changes to membership renewal for 2013. Most of these changes won't affect nurses who renew by the Dec. 31, 2012 deadline, but they could affect nurses who renew late.
Renewals completed after Monday, Dec. 31, 2012 are subject to additional fees.
2013 suspension/revocation dates 
A nurse will be suspended on Feb. 15, 2013 if, by Feb. 14, she/he has not:

renewed by completing the electronic renewal form and paying the required fee(s),
joined the Non-Practising Class, or 
requested resignation of their membership.

Nurses who have not done one of the above by March 17, 2013 will have their membership revoked on March 18.

Starting Jan. 1, 2013, applicants will be required to provide evidence they are proficient in English or French within the two years before the date on which they have met all other registration requirements. This includes demonstrating they can communicate and comprehend effectively, both orally and in writing, in either of those languages.
After that date, applicants must demonstrate their proficiency by:

Achieving the required benchmark scores on&amp;nbsp;a new list of language proficiency tests that will be accepted by the College 

or&amp;nbsp;&amp;nbsp;

Meeting certain other conditions set out by the Registration Committee.

The review tool was developed as a result of feedback from the Outreach Advisory Group in the palliative care sector, and nurses’ questions about their responsibilities and accountabilities for clients’ end-of-life care decisions, such as:

Who can make end-of-life care decisions?&amp;nbsp;
What do I do if a doctor orders a “Do Not Resuscitate,” for a client, but the client wants resuscitation?&amp;nbsp;
How do I determine the client's current treatment wish if their decisions keep changing? 

“The review tool will help nurses answer these questions and more, while testing their knowledge of end-of-life care decisions,” says Katherine Smith, RN, Outreach Consultant for the palliative care sector. “It will also help nurses reflect on important end-of-life care topics so they can support clients with the difficult decisions they need to make.”

Nurses can use the tool to learn on their own or in groups. On Jan. 1, 2013, sweeping changes to the rules governing who can become a nurse in Ontario, as well as to the conditions that all existing members must meet if they wish to remain members in good standing, will affect every College member and applicant wishing to practise nursing in the province.
Earlier this month, Cabinet approved the College’s revised regulation; the final step before official proclamation and implementation of the new rules.
“This initiative is an excellent example of the type of collaboration between the College and the Ministry of Health and Long-Term Care that ensures the province is at the forefront of innovations in nursing regulation,” said Anne Coghlan, RN, Executive Director and CEO of the College.
“Once implemented, these amendments will strengthen the College’s ability to regulate nursing in the public interest, and I extend my sincere congratulations to all College staff and stakeholders who worked together on this important endeavour.”
Among the more substantial changes introduced by the revised regulations are:

a new jurisprudence exam for all applicants;
revised evidence of practice requirements for members and applicants;
a new Non-Practising Class, replacing the College’s current Retired Class;
new suspension guidelines granting the College the authority to suspend members who do not provide information required by law; and
expanded self-reporting requirements to include non-health professions.

Council approved the amendments in late 2010 after reviewing member and stakeholder feedback. Now that Cabinet has approved the amendments, the College is working to inform members, applicants, employers and nursing educators of the impending changes and explain how they will be affected by them.

With the goal of providing a modern, state-of-the-art entry-to-practice examination for RNs that would meet regulatory needs today and in the future, Canadian RN regulators identified the need for an examination that employs the latest advances in testing technology to enhance test security, increase accessibility to the exam by offering year-round testing, provide timely results and allow for precise assessment of an individual candidate’s performance.&amp;nbsp; The NCLEX-RN® already employs these exam delivery features. The exam will fulfill regulatory requirements for a legally defensible, high-stakes exam that will assess a candidate’s ability to meet the entry-to-practice competencies for nursing in Canada.&amp;nbsp;
NCSBN became the first organization to implement CAT for U.S. licensure examinations in 1994. Widely regarded as one of the preeminent licensure examinations in the world, the NCLEX examinations are constantly and rigorously evaluated to keep pace with the rapidly evolving health care environment.
In the coming months, the transition to the exam and communication with key stakeholders will take place. The Canadian RN regulators look forward to having members and stakeholders continue to support regulatory excellence by participating in activities related to the development of the RN exam.

College By-Laws 9.01- 9.04 state the Quality Assurance Committee can choose to impose a $1,500 fee&amp;nbsp;on a member who fails to comply or co-operate with the Quality Assurance Practice Assessment or &amp;nbsp;Re-assessment as outlined under clause 29 (1) (a) of the regulation governing the Quality Assurance Program. The Quality Assurance fees referenced in the By-Laws&amp;nbsp;came into effect September 2009.&amp;nbsp; Members who are selected for Practice Assessment and comply with participating in this process are not affected by this fee.&amp;nbsp; 
The Quality Assurance fees identified in the recent Proposed By-Law No. 2: Fees document distributed with the March 2012 edition of The Standard are not new and have been in effect since 2009.

The new module reflects the Medication, Revised 2008 practice document more closely than the previous module did. The new module is based on assessing the client, the medication and the practice supports; planning the client’s care; implementing the medication safely and ethically; and evaluating client outcomes.&amp;nbsp;
“It puts more emphasis on the principles that guide the medication process,” explains Angela McNabb, RN, Outreach Consultant for the mental health and correctional services sector. “The module also includes information on how to apply the indicators to your own practice.”
For instance, the new module includes all eight ‘rights’ of medication (right client, right medication, right reason, right dose, right frequency, right route, right site and right time) that are listed in the practice document. The previous module only had five.
In addition, the module includes information on consent—both implied and expressed—and emphasizes the importance of communicating with the client and the health care team. The publication outlines the nursing practice expectations for all Nurse Practitioners (NPs).
The document has been revised to reflect changes to the regulations in the Nursing Act, 1991 and to include feedback the College has received from NPs since the previous Nurse Practitioners practice standard was published in 2008.
The changes to practice standard mean NPs are now able to:

dispense, sell and compound medication in specified circumstances (for example, when the client does not have reasonable access to a pharmacy); 
set and cast fractures in specified circumstances (for example, closed and un-displaced stable fractures); and&amp;nbsp;&amp;nbsp; 
give client care orders to RNs and RPNs for procedures that they previously could not (e.g., venipuncture to obtain blood samples). 

In addition, the NP drug list will be discontinued. With the exception of controlled substances, NPs will have the authority to prescribe medication as appropriate for client care. (This amendment does not affect the lists of X-rays and ultrasounds that continue to govern clinical aspects of NP practice.)

The regulatory amendment and related changes to the Nursing Act will take effect on Oct. 1, 2011 and will result in the following key changes to practice:

The NP drug list will be discontinued. With the exception of controlled substances, NPs will have the authority to prescribe medication as appropriate for client care. (This amendment does not affect the lists of X-rays and ultrasounds that continue to govern clinical aspects of NP practice.)
NPs will be able to dispense, sell and compound medication in specified circumstances (for example, when the client does not have reasonable access to a pharmacy).

These amendments will give additional privileges to all NPs, with some of particular interest to those practising in a hospital setting.
Hospital Services 

NP authority to discharge and treat hospital in-patients will take effect on July 1, 2011.
NPs will be authorized to certify death when a client passes away in a hospital if the conditions of the Vital Statistics Act are met.&amp;nbsp;
To give hospitals time to prepare, effective a year later on July 1, 2012, the amendment will give NPs the authority to admit clients to hospital.

NPs who are not hospital employees are required to apply to the hospital for the privileges. The ability for an NP to admit and discharge clients will be left to the discretion of the hospital. NPs should always consult with the facility for further information about its policies.
Laboratory TestsThe regulatory amendments will also remove restrictions to the types of laboratory tests that NPs can order. As such, all NPs should note the NP laboratory list will be revoked on July 1, 2011, and NPs will have the authority to order lab tests as appropriate for client care.
This amendment does not affect the lists of drugs, X-rays and ultrasounds that continue to govern the clinical aspects of NP practice.
