2006 Annual Report

The Executive Director’s annual report for 2006 was presented to Council and, for the first time, is available to members and the public as a webcast. It is also available as a PDF.

The report focuses on the College’s accomplishments in the four key elements of self-regulation: entry to practice, standards, quality assurance and enforcement. It also gives an update on two foundational initiatives: the review of the Regulated Health Professions Act and the integration of web-based processes, such as renewal, into the College’s information system. As well, the report includes information from the College’s database on nursing employment.

Regulation regarding the delegation of controlled acts

Controlled acts are potentially harmful if performed by those who lack the skill, knowledge and judgment to perform them. The College has developed a regulation to guide nurses in accepting delegation of controlled acts and in delegating controlled acts to others. Council approved the regulations for consultation in September 2006. The feedback resulted in substantive amendments to the regulation, which was recirculated for feedback in March 2007.

Seven organizations and 14 members responded to the revised draft regulation; the responses sought clarification or were largely positive. The regulation was approved for forwarding to government. A practice guideline is being developed to support members in applying the regulation.

Practical Nurse program approved

It is in the public interest that nurses graduate from a program that equips them to meet the needs of today’s complex health care system. Following a review by the Practical Nurse Program Approval Committee, Council approved the Practical Nurse program at La Cité collégiale for a five-year term, until June 2012.

Annual Payment Card – by-law amendment

Terms, limits and conditions may be applied to a Certificate of Registration by the Discipline, Fitness to Practise, Quality Assurance or Registration Committees. It is in the public interest that these terms, limits and conditions be displayed on the Annual Payment Card. Council amended Article 44.3.05 of the General By-Law to read:

Where a member’s certificate of registration is subject to terms, conditions or limitations other than those generally applicable to every member of that class, the annual payment card shall include a notation to that effect.

Proposed amendments to the Fees By-Law

Currently, the examination fees for the Extended Class are subsidized by the annual membership fees paid by RNs, RPNs and RN(EC)s. All other application processes, including the registration examination fees for RNs and RPNs, are self-funding. Council approved that the proposed amendments to the Fees By-Law be circulated to the members for their feedback. The proposed amendments would:

  • set the fee for the RN(EC) examination at cost recovery;
  • align RN(EC) application and registration fees, not including the examination fee, with the same fees for the General Class; and
  • establish fees for specialty certificates.

Members are invited to review and respond to these proposals by August 31, 2007. Council will review the feedback and make a final decision in September.

Officers and Committees

Mary Ann Murray, RN, was elected Council President, and Shirley Kennedy, RN, and Dawn Norling, RPN, were elected Council Vice-Presidents.

Council and elected Committee members were appointed to the seven statutory Committees. Members of the Finance Committee, Compensation Sub-Committee and Practical Nurse Program Approval Committee were appointed. A list of statutory Committee members will appear in the Council and Committee section of the Fall issue of The Standard.

Delegation is a formal process by which a regulated health professional with access to a controlled act transfers her or his legal authority to perform that act to another person. Delegation allows someone who does not have access to a controlled act by means of a profession-specific Act (for example, Nursing Act, 1991) or through an exemption (for example, an emergency situation) to gain access to that controlled act.
