2008 Nomination Information

Overview

In April 2008, RNs and RPNs from the Eastern, Northwestern and Northeastern districts will elect new Council and Committee members. These new members will serve for three years – until June 2011. The Candidate Consent and Nomination Form was sent to all members eligible to participate in the election with the September issue of The Standard; it can also be downloaded from the website.

The Election Timetable, below, outlines the major steps in the election process. The electoral districts and numbers of members to be elected from each district are also described below.

The election is conducted by mail. Voting is by secret ballot, and the results are tabulated by an independent company. If you decide to run for election or nominate a peer, please read How to Nominate or be Nominated. Also, complete and return the Candidate Consent and Nomination Form (Formulaire de mise en candidature) by January 4, 2008.

What is the Time Commitment for Council and Elected Committee Members?

Council members attend four, two-day Council meetings a year and participate in one statutory Committee. Council members may also participate in ad hoc Committees. Elected Committee members serve on one statutory Committee.

The approximate time commitment for statutory Committees is indicated below. The College provides a daily stipend of $200 for attending meetings and, in specific circumstances, for preparatory and travel time.

Before deciding to run, you are encouraged to discuss the commitment with people who might be affected, including your employer. If you have any questions or would like to speak to a current Council member, please call Jenna Hofbauer, Council Affairs Coordinator.

What are the Roles of Council and Elected Committee Members?

You can choose to stand for election as a Council or as a Committee member. The chart below briefly describes the two roles. The public interest is the primary factor in discussions and decisions. Elected Council and Committee members bring their understanding of the profession and its practice settings to the decision-making process and represent every nurse’s commitment to public protection and quality care.

  • Responsible for governance, setting the overall direction for the College, and establishing regulatory policy
  • May participate in an adjudicative role on statutory committees.1
  • Eligible to serve as Chair of statutory Committees.
  • Largely an adjudicative, peer review role on statutory Committees.
  • Provide input to Council on the policy recommendations from their respective statutory Committees.
  • Eligible to serve as panel chairs, but not eligible to serve as Chair of statutory Committees.

All Council and Committee members are required to behave in accordance with the Code of Ethical Conduct for Council and Committee Members.

How to Nominate or be Nominated

A completed Candidate Consent and Nomination Form (Formulaire de Mise en Candidature) must reach the College before midnight on January 4, 2008.

  • All required information needs to be included on the form.
  • Two nominators are required for each candidate, and each nominator must sign the form.
  • Only Registered Nurses [including RN(EC)s] can nominate RN candidates.
  • Only Registered Practical Nurses can nominate RPN candidates.
  • Nominators must be currently registered with the College, eligible to vote (see below) in the same electoral district as the candidate, and supportive of the candidate.

Eligibility to Vote

To be eligible to vote, a member must:

  • hold a current General or Extended Class Certificate of Registration;
  • not be in default of payment of fees; and
  • work or reside (if not working in nursing) in the electoral district in which the election is being held.

Eligibility to Stand for Election

To stand for election as a Council or Committee member, a member:

  • must hold a current General or Extended Class Certificate of Registration;
  • must be working in nursing in the electoral district for which she or he is nominated. If the member is not working in nursing, she or he must reside in the electoral district;
  • cannot be in default of payment of any College fees;
  • cannot have had her or his Certificate revoked or suspended in the six years preceding the date of the election, other than for nonpayment of fees;
  • cannot have been disqualified from serving on Council in the three years preceding the date of the election;
  • cannot have a finding of professional misconduct, incompetence or incapacity in the three years preceding the date of the election; and
  • cannot have a referral currently before the Discipline or Fitness to Practise Committees.
  • A member is eligible to stand for election in only one capacity (Council or elected Committee member).

Electoral Districts for 2008 Election

Electoral District 4, the Eastern District

Composed of the united counties of Stormont, Dundas and Glengarry, Prescott and Russell, the County of Renfrew and the regional municipality of Ottawa-Carleton.

  • 2 RN, 1 RPN Council members
  • 2 RN, 2 RPN Committee members

Electoral District 5, the Northeastern District

Composed of the territorial districts of Algoma, Cochrane, Manitoulin, Parry Sound, Nipissing, Sudbury and Timiskaming, and the district municipality of Muskoka.

  • 1 RN, 1 RPN Council member
  • 1 RN, 1 RPN Committee member

Electoral District 8, the Northwestern District

Composed of the territorial districts of Rainy River, Thunder Bay and Kenora.

  • 1 RN, 1 RPN Council member

Election Timetable - Eastern, Northeastern and Northwestern Districts

October 2007Notice of election and nomination papers sent to all members eligible to vote with The Standard and posted on the website.
January 4, 2008Close of nomination – deadline for receipt of nomination and candidate consent by College.
February 1, 2008Candidate information due at College.
March 11, 2008Voters list drawn.
March 20, 2008Voting packages mailed on or before this date to all members eligible to vote.
April 25, 2008Ballots must be returned by this date to the independent data processing company which counts the ballots.
April 28, 2008Election results sent to candidates, along with information on recounts.
May 12, 2008Deadline for requests for recounts passed. Election results confirmed by Elections Committee and final.
May 16, 2008Election results posted on website (within 1 week of confirmation by Elections Committee).
