Motions

Council Meeting: October 1 and 2, 2003

  1. That the agenda for the October 2003 Council meeting be accepted.
  2. That the minutes of the Council meeting of June 4, 2003 be accepted as presented.
  3. That the minutes of the Council meeting of June 5, 2003 be accepted as presented.
  4. That the proposed revised Finance Committee Terms of Reference be approved as amended (appendix 1).
  5. That, effective October 2, 2003, Article 26.01 of the General By-Law be revised as follows:

    The Finance Committee shall be composed of seven persons, including

    • the President;
    • 2 RN councillors, one of whom is the Vice-President;
    • 2 RPN councillors, one of whom is the Vice-President; and
    • 2 public member councillors.
    The Chair of the Sub-Committee on Compensation shall act in an advisory capacity to the Finance Committee.
  6. That, upon the revision to Article 26.01 of the General By-Law coming into effect, Eric Howe be appointed as a member of the Finance Committee until June 2004.
  7. That the focused governance model, as amended, be adopted as the model for reporting of the Finance Committee to Council.
  8. That Council amend its RPN Education Regulation, allowing for the recognition of educational programs in Ontario that are equivalent to those provided by Ontario Community Colleges.
  9. That CNO adopt the proposed definition of advanced practice and the proposed key characteristics to be used as a working description of the advanced practice of nursing.
  10. That CNO adopt the proposed definition of specialty practice which encompasses all the dimensions of nursing practice.
  11. That CNO identify a master's degree in nursing as the minimum requirement for an advanced practice nurse.
  12. That CNO introduce a regulatory amendment requesting title protection for Nurse Practitioner, NP, for Registered Nurses in the Extended Class who are fulfilling the Nurse Practitioner role, either in primary health care or acute/specialty care.
  13. That:
    1. there be an entry to practice examination for the AC/SNP that focuses on the core entry to practice AC/SNP competencies; and
    2. ongoing competence of the AC/SNP be assessed through CNO's quality assurance program.
  14. That the first item in the membership section of the Elections Committee's terms of reference be amended to:

    The Council appoints from its councillors:

    • four public members,
    • one RN and one RPN from districts in which there is not an election in the coming year.
  15. That the following members of the 2004 Elections Committee be ratified: Kathy Cook, RPN; Ruth Graham, Public Member; Mary Ann Murray, RN; Brenda Noble, Public Member; Bill Weichel, Public Member; and Sophie Young, Public Member.
