Delegating to a personal support worker

As a part of my nursing role, I assign care to unregulated care providers (UCPs). If I want to assign the administration of a topical medication, do I also have to delegate this?

No. Delegation applies to controlled acts only. Administering a substance topically is not a controlled act, so delegation is not applicable in this situation.
