Comment on proposed changes to annual fees

The College is proposing incremental changes to annual fees over the next four years. This would affect all members who hold a certificate of registration in the General, Extended and Temporary classes.

Summary

The proposed changes to annual fees reflect the rising costs of meeting the College’s regulatory mandate, including approving nursing education programs, expanding the Quality Assurance Program, and launching and operating the Nurse Health Program, a treatment and monitoring program for nurses with substance use and mental health disorders.

At its March meeting, Council considered the following three approaches to increasing the annual fee:

OPTION 1: Defer an increase for one year, then in 2018, increase the fee by $65 to $220 until 2021.

OPTION 2: In 2017, increase the fee by $54 to $209 until 2021.

OPTION 3: Implement incremental fee changes as follows:

  • in 2017, increase the fee by $35 to $190

  • in 2018, increase the fee by $10 to $200

  • in 2019, increase the fee by $5 to $205

  • in 2020, increase the fee by $5 to $210

  • in 2021, no fee increase.

Council approved that Option 3 (the incremental fee changes) be drafted as proposed changes to the Fees By-Law and circulated to members for feedback.

Rationale for incremental approach
Council selected the incremental approach because it provides the funds needed for the College to carry out its regulatory mandate and is the most fiscally responsible use of members’ money. This approach increases fees only as needed, provides a longer notice period for the later increases, and requires the least amount of money from members over five years (a total of $1,015 compared to $1,035 for Option 1 and $1,045 for Option 2).

Next steps
In September, Council will receive a feedback report and make a final decision about the proposal. If passed, the new annual fee of $190 will take effect with 2017 annual renewal, which starts in October 2016.

Details of the proposed changes to the Annual Fees section of the Fees By-Law are below (in italics).

5.06        The annual fee for a member holding a certificate of registration in a class other than the non-practising class is

                i)             for the 2016 calendar year

                               a) $155.00 if the member is registered in one category; or

                               b) $310.00 if the member is registered in two categories.

                ii)            for the 2017 calendar year

a) $190.00 if the member is registered in one category; or

b) $380.00 if the member is registered in two categories.

                iii)          for the 2018 calendar year

a) $200.00 if the member is registered in one category; or

b) $400.00 if the member is registered in two categories.

                iv)          for the 2019 calendar year

a) $205.00 if the member is registered in one category; or

b) $410.00 if the member is registered in two categories.

                v)           for the 2020 calendar year and subsequent calendar years

a) $210.00 if the member is registered in one category; or

b) $420.00 if the member is registered in two categories.
