The Member admitted that she engaged in professional misconduct by: engaging in conduct or performing an act, relevant to the practice of nursing, that, having regard to all the circumstances, would reasonably be regarded by members of the profession as disgraceful, dishonourable or unprofessional in that she provided two applicants seeking a Certificate of Registration with the College of Nurses of Ontario with a completed Competency Assessment Supplement, knowing that neither was their original work, in exchange for payment.
The College and the Member presented the Panel with an Undertaking signed by the Member to permanently resign from the College and not re-apply for membership, and a Joint Submission requesting that the Panel make an Order that the Member attend before the Panel to be reprimanded and pay a fine of $2,500 to the Minister of Finance for Ontario.
The mitigating factors included: the Member cooperated throughout the proceedings; made admissions; and voluntarily resigned. The aggravating factors included: the Member took money to complete forms; advised her clients to lie to the College; and this was a serious offence of dishonesty.
The Panel accepted the Joint Submission on Order and concluded that the proposed penalty was reasonable and in the public interest.
