The College of Nurses of Ontario (CNO) is the governing body for nurses in Ontario, Canada. Our purpose is to protect the public by promoting safe nursing practice.
CNO sets the requirements for becoming a nurse in Ontario and the standards of practice that nurses must meet to maintain that designation. Only a person with a valid certificate of registration from CNO can practice as a nurse in Ontario and use the protected titles: nurse, Registered Nurse (RN), Registered Practical Nurse (RPN) or Nurse Practitioner (NP). Any nurse who holds a certificate of registration with CNO is considered a registrant. A registration is specific to a category and class, and registrants may hold more than one registration.
Every year, CNO requires registrants in the General, Extended and Non-Practising classes to renew their registration1. At the end of the renewal period, the total number of registrants and registrations are tallied and compared to the previous year. This report identifies the number of additional registrants and registrations to CNO in 2022, characterized as gains, and the number of registrants and registrations that did not or were not renewed, characterized as losses.
For registrants, a gain or a loss is an addition or subtraction of a nurse available to the healthcare system in Ontario. For registrations, a gain or a loss is an addition or subtraction of a nurse in a specific category and class. A registration gain or loss may not be a gain or loss to the total registrant pool, as nurses can hold multiple registrations. For example, a nurse who moves from the RN General Class to the RN Extended Class (NP) is a considered a loss to the General Class, a gain to the Extended class, but neither to the total registrant pool.
We first present gains and losses to total registrants, then focus on gains and losses to registrations. For the employment data, we do not look at look at overall growth or contraction of various statistics, instead, we examine the movement of the registration gain and loss cohorts to understand and where gains are entering and where losses are leaving over time. To understand overall changes to various employment statistics, refer to the Registration Statistics Report 2022. Finally, this report presents registration gains and losses at the employment position level.
This report examines the gains, losses, and net differences, to both registrants (nurses) and registrations (specific to a category and class) measured after CNO’s Annual Membership Renewal process. Gains and losses were calculated from 2018 to 2022. Gains occur throughout the calendar year as nurses reinstate, change classes, or new nurses register. While losses also occur throughout the year, nurses who resign their registration typically wait until the end of renewal period to do so. Similarly, for those who let their registration expire or choose not to renew, it only materializes as a loss until after renewal. For this reason, we measure gains and losses at the end of the renewal cycle2 versus year end.
Employment statistics in this report include employment status, overall working status, number of nursing positions, geographical region, employment setting, employment position, and area of practice. Employment status refers to whether a nurse is employed in a nursing or non-nursing profession, and is broken down by in or outside Ontario. Overall working status is based on whether a nurse is employed in a full-time, part-time or casual position. Number of nursing positions looks at nurses who have single or multiple jobs. Geographical region represents the region in which their employer is located. Employment setting refers to their clinical setting, while employment position is the role or job title that a nurse holds. Finally, area of practice represents the sector in which the nurse is employed. Other statistics in this report include age distribution and education region, where age is grouped into ten-year buckets and education region is divided into Ontario, Rest of Canada, and International.
The table below presents number of nurses who were registered with CNO annually since 2018. There is a consistent upward trend, with the number of registrants increasing every year. The differences year over year reflect the net difference in registrants. In this section, each nurse is counted only once irrespective of the number of registrations they hold.
Registrants are separated into two groups: The General and Extended Classes and the Non-Practising Class. Because nurses cannot hold registration in both, we can separate them up into mutually exclusive groups.
The total number of registrants is less than the total number of registrations. In 2022, we had 778 dual registrants in the General and Extended Classes and 28 in the Non-Practising Class.

Gains: A gain to the total registrant pool is a nurse who renewed one or more registrations in the current renewal period but did not renew any registration in the year prior. They represent the number of new nurses available to the system.
Losses: A loss to the total registrant pool is a nurse who did not renew any registration in the current renewal period but did renew one or more registrations in the year prior. They represent the number of nurses who have left the system.
Net: The net difference is calculated by subtracting the number of registrant losses from the number of registrant gains at the end of renewal period. This represents the overall change in the number of nurses available to the system year-over-year.
The total number of registrants gained and lost fluctuates year to year, however gains have consistently outnumbered losses for the past five years.

Below is the total number of CNO registrations annually since 2018. This number is higher than the total number of registrants in both the General and Extended Classes and the Non-Practising Class because some registrants hold more than one registration. For example, in 2022 there were 778 registrants who held dual registration as an RN and RPN. There were no NPs who held dual registration. The upward trend in registrations mirrors that of registrants.

Gains: A registration gain is a registrant who renewed in specific category and class in the current renewal period, but not did not renew in the same category and class in the year prior.
There are three types of registration gains: changes in class, new registrations, and reinstatements.
Change in class are registrants who renewed in a different class than in the previous year. For example, an RN who previously renewed in the General Class but renewed in the Extended Class in the current renewal period represents a gain to the RN Extended Class (NPs).
New registrations are newly registered nurses who have never renewed with CNO before the current renewal period in a specific category.
Reinstatements are previously registered nurses who have reapplied to enter the class in which they were previously registered. For example, a former registrant in the RN General Class, who had previously resigned/not renewed from CNO and subsequently reapplied to the same class.
Losses: A registration loss is a registrant who did not renew in a specific category and class in the current renewal period, did but renew in the same category and class in the year prior.
There are three types of registration losses: changes in class, not renewed, and resignations.
Change in class are members renewing in a different class. For example, an RN who renewed in the Extended Class in the current renewal, but who previously renewed in the General Class, represents a loss for the RNs in the General Class.
Not renewed are registrants who did not renew their registration in a specific category. They may maintain another CNO registration in the other category.
Resignations are registrants who resigned a specific registration at any time before or during the renewal period. They may maintain another CNO registration.
Net: The net difference is calculated by subtracting the number of registration losses to a specific category and class from the number of registration gains to the same category and class at the end of renewal period. This represents the overall change in the number of nurses holding registration in a given category and class year-over-year. The cumulative net totals of each registration category and class cannot be summed to understand changes to registrant totals.
This section shows the number of registration gains and losses in the General, Extended and Non-Practising Classes over the past five years. The Net table shows net gains across all registrations from 2018 to 2022.
Net gains to the RN General Class have been steadily rising over time while net gains in the RPN General Class peaked in 2019 with 2,883 and rebounded back up to 1,762 in 2022.

This section provides a breakdown of renewal gains and losses into categories. For losses, the data is further broken down into detailed categories. Expirations, revocations and cancellations fall under the not renewed category.
For RNs and RPNs, New registrations make up the vast majority of gains and Resigned is the primary source of losses. For NPs, the gains are dominated by Change in class while the losses are more balanced.

The remainder of the report examines the employment patterns and demographics of the gain and loss cohorts.
This data does not present overall changes to different employment statistics for the general registrant pool. For example, a nurse who registers with CNO for the first time in 2022 as an RPN in the General Class (that is a gain) who enters employment in nursing only in Ontario is counted in the first row of the table. However, an RPN General Class nurse who was registered, but not employed in 2021, who finds work in nursing in Ontario in 2022 in the same category and class is not included in the table below, as they are not categorized as a registration gain. Refer to the Registration Statistics Report 2022 to understand overall changes to various measures.
The following section provides information about the employment status of nurses who classified as a gain or a loss.
Overall, the vast majority of gains were employed in nursing only, in Ontario, over the last 5 years. Similarly, the majority of losses have come from nurses employed in nursing only, in Ontario.

In 2022, we saw a jump in RN gains who were between 35-44. The proportion of RN losses aged 25-34 rose markedly from 2021 to 2022, while losses to RNs aged 65+ decreased.

Because registrants may hold multiple positions, the number of positions is greater than the number of registrations who were employed in nursing in Ontario. For example, a gain to the RN General Class may be employed in two positions, one in the Toronto Central region and another in the Mississauga Halton region. They would be counted twice in the table below.

As of the 2021 renewal, Community Care Access Centre has been replaced with Local Health Integration Network.
The proportion of RN gains going into Long-Term Care has decreased since 2019, while the number entering a Public Health Unit/Department increased in 2021 and 2022. For RPNs, the number of gains entering acute care hospital increased from 18% to 29% between 2019 and 2022. RPN gains also saw large increases in Public Health settings in 2022.
